All true except that witnesses and suspicion are not required. a fedex manager can open any package with or without witnesses or suspicion. While it is true that packages are inspected for the above reasons the most common reason for opening packages is damage. Fedex inspects packages when they believe the contents may be damaged and randomly to ensure that packages are not tendered to them with insuffucient packing.

∙ 14y agoInitially it is scanned by X-Ray equipment. If necessary it is then opened and the contents inspected by a human. FedEx DOES employ drug and explosives sniffing dogs on an irregular basis.
