As one who has been playing around with windows 8 Rtm, i can tell you that windows 8, from a IT professional standpoint will be a absolute nightmare. That said, from the home user standpoint, it is wonderful, The new interface makes it easier for you to organize your program. All of your data gets synced in the skydrive and windows 8 is heavily tied to your microsoft account. this is great if you have a desktop and laptop. I will say that it will take a bit of time to get used to but once you are used to it you will love it.
It is not possible to save the default encoding.
Right click on the bottom left corner of the task bar and select "System". It will open a System windows (System Properties if it's in older version of Windows. I'm using Windows 8) If in Windows 7, you can right click my computer and select properties and the rest is as follows. On the very bottom of the windows you will see "Windows Activation" If your Windows is not activated, you will probably see a button there.

There isn't any Windows 7.8, but if you were referring to Windows Phone 7.8, it cannot be updated to Windows Phone 8 (note that I did not say Windows 8 because Windows 8 is for laptops, desktops and some tablets).
