The hardware should be compatible. The Intel Atom doesn't offer the best performance, though.
Vista has DX 10 when WIndows XP doesnt. While Vista was suppose to be the upgrade to XP, it had a lot of problems during the first launch and it took awhile to fix everything. Vista is suppose to run faster, and use less resources on your system. But Vista failed and Microsoft then released Windows 7 as the replacement to Vista.
DirectX 10 is included with Windows Vista. It does not work on Windows XP.
Archos was created on 1988-10-04.

No. Nor is there any need to. Windows Vista (the only operating system that can run DirectX 10) also includes DirectX 9 for backwards-compatibility.

But as msconfig.exe is a SYSTEM application, you can initiate it by typing MSCONFIG into either a command prompt ("C:>") or by clicking on your start > run command from your start menu.In all windows versions from windows 98 and up MSCONFIG.EXE can be found in theWindows/SYSTEM32 folder.

Windows 8 and 7, being modern, can still run older games like Fallout 3. If these don't work by double clicking, you can run a compatibility mode for Windows Vista or XP on them and they will work as if you are on Vista or XP. I would not recommend trying this on Windows 10 due to it being a beta edition, but most people don't have the technical preview anyway. Good Luck!
No, it is not. Windows XP was it's own operating system created in late 2001. Windows 10 is one of the newer operating systems from 2015.
Use VMWare and run a windows 98 or windows 2000 operating system.
