All you have to do is get 2 gba's with wireless adapters before get a ditto in your fire red or leaf green. Put your starter and ditto in the day care wait about an hour go back to daycare with a team of 3 to collect your ditto starter and egg. Then you just have to hatch the egg and trade the baby pokemon
You cannot catch a bulbasaur or any of the starter Pokemon from kanto or johto in Pokemon emerald. These Pokemon must be traded over from Pokemon versions leaf green and fire red. I wish starter Pokemon could be found in the wild, it would be so much better. :)
Bulbasaur cannot be found in any Safari Zone of any Pokemon game without cheating of some kind. You can either cheat for one (which I do not recommend), migrate one from LeafGreen or FireRed, or continue on in the game until you unlock the Kanto region. Once you get there, play through that until you get to Pallet Town, then enter Professor Oak's lab. Professor Oak will offer you a Kanto starter, and there you can choose Bulbasaur.

No, you can't catch them, but you will obtain the starter Pokemon (only Kanto, Johto, and Hoenn) in the HG/SS game and only one Pokemon each. You will obviously, automatically receive the Johto starter in the beginning of the game. You will get the Kanto starters after you defeat all the gym leaders in Kanto. After you defeat Red, you will have the chance to have the Hoenn starters. But to get all of them, your best bet is migrating them from Ruby, Sapphire, Emerald, FireRed or LeafGreen. You Will Get Only 1 Pokemon Starter's From each Region. Johto at the beginning of the game. Kanto Starters after you defeat all 16 Gyms. and Hoenn Starters After Defeating Red. You can get a Starter from each Region EXCEPT Sinnoh, unless you trade with D/P/Pt. You can get Cyndaquil, Totodile , or Chickorita at the beginning of the game. You can get Charmander,Squirtle,or Bulbasaur after getting all 16 gym badges from the Kanto + Johto Region's. And last but not least you can obtain Torchic, Mudkip, or Treeko from Steven Stone (yes he wil be in the game) after defeating Red. Its pretty cool but one small thing is that you can only get 1 starter Pokemon from each Region except Sinnoh (without trading).
You can only get a Charmander or any of the Kanto starters from Pokemon Leafgreen and Firered version. You will have to trade these pokemons into your Ruby, Sapphire ,Emerald, Diamond ,Pearl ,Plantimun, Heartgold and Soulsilver.
You have to go into the grass patches (special hint: if you have walk-through walls cheat code, you can get missingo) then professor oak will take you to his lab then pick your starter! They are bulbasaur charmander and squirtle. First you need to have beaten red2.go to pallet town and talk to prof. oak3.he will be saying things and there will be three pokeballs on table, they will contain bulbasaur charmander and i think squirtle. Since this helped, you better make a walkthrough on getting riolu and master balls. The only way to get another kanto starter Pokemon is trading one of your Pokemon for whichever other starter Pokemon from kanto you want using the GBA wireless adapter (you trade Pokemon in the union room at the top floor of any Pokemon center).
You can't possibly find all the Pokemon in emerald there are some you can't get like surskit. you can get most of the the hoenn Pokemon in emerald and some of the johto and kanto. But other than that you will need to trade the Pokemon over to you're current game.

You can't catch any starter pokemon in any pokemon game. But you can trade them online via GTS.
In Pokemon Platinum you can't go to any other (that includes Kanto) region. I know it's upsetting, but you can still have fun by catching uncommon Pokemon!
