RAR and ISO are forms of file compression formats. In order to convert a RAR file to ISO file, one needs to first extract the contents of the RAR into a folder. After this, use ISO creating softwares such as Power ISO or Brasero to convert the folder contents into one ISO file.
Those are really two completely different file types. An ISO image is a collection of many files (including EXE files in some cases), basically an archive like RAR or ZIP, but unlike RAR/ZIP it is not compressed. An EXE file is an executable file that just contains code to be ran. If you convert the ISO to an EXE it will not do anything.

The file with the iso extension, is essentially a disk image (cd or dvd), and will have been created as a backup. There is a free utility called 7zip, which will let you examine the contents, or so they claim, I have not used it for ISO files, but I do use 7zip for zip and rar files.
1. Use the rar command. rar e <rar file name>
extract first then make .iso image
Extract the files from the RAR, then create the PUP file from the extracted files.
Just extract one of the .rar files into a folder. You don't need to do anything with all the other .rar files.

The mpeg is inside the rar file. Use WinRar or 7-zip to extract the files.
