Probably not, the PG rating is there for a reason. Parents or older siblings should accompany the person.
I would imagine so. The only rules that apply in Texas are you have to be 17 or older to see a rated R movie.

The movie is rated PG for thematic material, some violence, sensuality and mild language. I wouldn't take a 10 year old, but that is me.
