If he has started producing sperm by then, yes, he can. But an 11 year old should not be having sex in the first place. You're a young boy, you should be enjoying your childhood, not taking a chance of producing a child while you still are a child yourself.

∙ 11y agoIf the 12 year old has gone through puberty and has functional gametes, yes. However, this is a VERY bad idea. For boys, the biologic consequences are relatively minor, but the emotional, social and financial consequences are just as severe. They are too young to really comprehend the magnitude of the responsibility they are assuming (to be fair, a number of 18-22 year olds don't get this either). They aren't able to support the child financially, so grandparents or other family/friends/state children's services will have to do so. They are still learning a lot themselves, so they can't teach the child what he/she will need to know.
For females, becoming pregnant at 12 can be devestating - their body isn't ready to support a child at that age because they are still growing and developing themselves. It can stunt their growth, cause reproductive problems for the rest of their lives and can result in major problems in the child as well. This is in addition to the emotional, social and financial burdens listed above.
