Shouldn't is a strong word. Yes a girl CAN be starting puberty, a lot of girls these days are starting puberty at ages 8 and 9. Like, I am 12, I havn't had my period yet, but other things started happening when I was eleven which was back a couple of months ago. So yes, it is ok.
You are right. Everyone varies. It depends on YOU. Everyone is different. I am 11 (gonna be 12 soon) and had my first period at 8 (2 or 3 years ago) on January 1st (ironic, right?) and didn't have the next one until I was 11 (about a month ago). So it depends on YOU. If you started puberty, good for you. If you didn't and you worry that you're late, I know people who didn't have their periods until they were 16. Don't worry. :)

For guys it can very. I'm a guy and i had the abnormal thing and i started puberty at 10. and i had the voice (and height) of an average 16 year old by the age of 12. so yes its possible. not very abnormal.
