Absolutely ! Children are (usually) taught right from wrong at a very early age - before they start to socialise and interact with others, Bad behaviour is learned from others - not hereditary.

The reason that there is so much publicity is because it was a racist attack, if a white person kills a black person it is classed as a racist which is big news, but if a black person kills a white person it is not classed as racist so it is not big news.

'Racist' is viewing a racial group (usually your own) as superior to the others. An eleven year old can certainly have this mind set, but one can argue whether or not an eleven year old is mentally competent to make such decisions on their own. Frankly, being a racist is not a crime, so there isn't much of a legal basis here. There is no "correct" answer to this; it's going to be based opinions.
