I'm in KCMO. and the answer is no. See related link.
They would need to be under a legal guardianship and the parents under a child support order.
At that age, they can choose whom to live with. In my state it is age 15 that they can choose.
yes. you came under joint custody when you turned fourteen.
i dont think so If you have parental consent, then yes it is possible to live with whom you chose. If you are a ward of the court, orphaned or for other reasons with out parents, it is only possible if the non-relative adopts the minor. If the minor has parents and wishes to find other accommodations against the wishes of the parents, the only method for allowing such a move is to obtain a court ordered emancipation.
Whether you can claim a non-relative who is on disability depends where you live and the circumstances of the case. Generally, no you cannot, unless you can show you are caring for or supporting the person in some significant way.
You have to sign over all custody rights of that child to the person you would like her to live with.
When they are 18.

If you live in the US, a minor does not any right to choose to live with a non-parent. However, if this is a case where there is abuse in the home, then it can be reported, the state will investigate, and if they determine that the claim has merit and the situation warrants they can remove the minor and place them in the custody of the state. If that happens a 3rd party (relative, family friend, etc) can then petition for custody/guardianship (which may or may not be granted, depending on the circumstances).
