A 13 year old could plan where they want to live but they can't decide and suddenly leave their parents house and move in with a friend. That would happen when they are older like 18 or 16.

No, a minor can not choose where to live until he is age of majority in his state, usually 18.

No. A judge makes the decision but the judge should listen to your wishes unless there is a reason to choose otherwise.
