It should all depend on how big the 13 year old is. maybe if they are average weight and height, probably not. if they consider themselves underweight, maybe. if they know they are anterestic, then maybe, still.
Yes! if they need to. I've seen both boy's and girl's that need to. There are times we have to due to many reasons.
So, they are out there, mostly they go by weight to find the "proper" ones for you to wear.
Please never think of anyone wearing a pull-up as strange, if they must, they must, and I am sure there is a very good reason that they must wear them, at least until they don't anymore.

No it is not, I am 11 and I wet the bed all the time and chose to wear pull ups because baby diapers don't fit me. Use goodnights or pull ups.
