At the age of 14 you are considered to be mature enough to look after the welfare of other children. As long as you know how to take care of an infant properly such as feeding and changing them, then it is a good age to take care of a 9 month old.

In Canada I don't think that there is really a legal age to babysit. It is up to the parents. I know many 13 year old people that babysit 9 year old children and it has turned out fine.
