I will say this, the age of consent is particular to the state you live in, and most are 16 years of age or older and some 17 and 18 years of age. So, if there are any sexual events it could have dramatic negative effects on the individual considered an adult, and 19 is an adult. Four years difference in age is really nothing when you are older. However, at 15 - in terms of dating - a male or female should be with people around their own age. Later, it will be different.
It's not so much a matter of can a 15 year old date someone is 19 it's a matter of should they. It would be very unwise to do that, even if the said 15 year old knows and trusts the 19 year old. There can be situations which arise that can have a very negative impact on the 15 year old's life. Later on 4 years means nothing but at this early age, hang out with people closer to your age.
Dating with no sexual intimacy is permitted in most places but at that point you may run into trouble with the parents. It would be best to remain close friends until the age of consent is met.
