Chances of getting one done at 15 is going to be slim, at least from any decent tattoo artist. There are many fly by nights that would do it, but the risk of a bad tattoo or disease will go up.
In Georgia you can only get married at 16 if you have parental consent or if you are pregnant and then you don't need parental consent but I wouldn't advise doing that just to get married.
