No, the legal age of majority is 18, unless you are emancipated. You might be able to get away with it if you are 17 in Texas, since police in Texas apparently don't make a policy of forcing 17-year-olds to return home.

To become an emancipated minor has to petition the court. Must be 17 years old (or 16 and living apart from the parents) and able to prove they can support themselves and manage their affairs. It is NOT legal to move out at the age of 17 unless emancipated by the courts. The age of majority is 18 years old according to Findlaw.

No, they cannot move without permission in Texas. Either the parents have to consent or there is a court order.
