Legally, no not until the 17 year old is at legal age, it differs upon where your located traditionally, its frowned upon by many, we cant really do anything about that, possibly wait until your both older, then the difference wont stand out much.

No..no matter what the situation you cant marry a man or have sexual relations with a man if you are underage.....Its even WORSE if he is in the military...he may lose his position in the military.

Generally I'd say yes. If anyone objects, keep it secret until she's 18 and everything's settled and legal. 4 years gap are no real problem in my opinion.
