Well grab your phone directory and look up body piercing studios. All studios have to be inspected in order to get a business license, so from there I would call a few up and ask some questions about prices, age limits and experience. Follow that up with a visit to the shop and have a look for your self. Don't buy price be sure to buy knowledge and quality materials and experience.

I believe that it is the same anywhere in the US. 16 with parent/guarding consent, 18 without it. That goes for any piercings, except ear lobes which can be done with a gun (the only piercing that is done with a gun). But you'll still need parental consent.
