It depends on your location and the meaning of 'date'. There are no laws about dating.
In many places any type of physical relationship (probably all the 21 year old is interested in) is also legal, but it could result in an unwanted pregnancy. In most places the legal age of consent is 16, but check your local laws to make sure, it could be higher in your location!

∙ 14y agoIt is OK to date, but nothing more. The 18 year old is an adult and the 16 year old is a minor. If sex is involved she could be charged with statutory rape. Some states consider the age of 16 to be the right to self determination. Tennessee is not one of them.

16 and 18
17 and 19
you must be within 2 years of each other if you want it to be a legal relationship...however, this only applies until both the people are over 18.
