I think any one can easily ride a pocket rocket. They are extremely slow and have almost no power. They are also very easy to ride with a twist and go operation. So a 9 year old would be fine on a pocket rocket.
It's not age, but height. A 12hh pony would probably need a rider shorter than about four feet.
THer really aren't any "shoulds" in kids bicycling - but I'd be surprised if a 9-year old didn't manage something like 2-3 miles.

well i depends how heavy and tall u are....if u wouldn't mind saying... also how hard u r plannng on riding it,,,,if ur talking 1-2 hours walk trot canter so a full work out i would say ud have to b under 80 pounds and shorter than 4'8. im 13, and 111 (pounds) and 5'3 and the shortest pony i can ride with a full workout is 12.3 hh
