Other than local wireless, the only network protocol the DSi uses is TCP/IP. With the absence of online voice applications, the DSi cannot be used like a phone.
The DSi XL's charger is proprietary, ie, it's specially made by Nintendo. No phone charger will fit in its socket. You might be able to find a 3rd party XL charger made by a different company. However be warned, as these may damage the XL or even start fires.
