A Ford 1999 Expedition engine is probably not seized if it will start and idle but will then not stay running. This could be due to a clogged fuel system, faulty injectors, faulty spark plugs or a wiring problem, or even a faulty distributor.

I take it you have daytime running lights , if so by engaging the emergency / parking brake the daytime running lights should go off

Sure , the 3.0 L flex fuel engine in a 1999 Ford Ranger runs on unleaded 87 octane but you also have the option of running on E-85 ethanol if you want to. (Helpfull)
