A 17 Cal. is not legal to use in deer hunting in any state. Yes it can kill a deer if the shot is properly placed but that is not the point. This Cal. is very fast and expands quickly. Penetration on a deer would not be substantial enough to do the job. The chance of wounding the animal is extremely high and that is not hunting. It is not even a good moral decision. This caliber is designed for small game and should be used as such. You should use a large enough cal. to make the kill as quick and humane as possible. I would use nothing less than a 260 cal. Some smaller calibers are allowed but the idea is "quick and humane".
