The move relearner only gives access to the moves available to the specific form that the pokemon is in at the moment. It a move was only available to that pokemon's lower form, then it won't be available. But if the two forms share a move, then the move will be available.
1: A pokemon can 'relearn' a move it never learned in the first place. You could use a Firestone to evolve a Lv1 Growlithe into a Lv1 Arcanine, and it will only have Bite and Roar. However the move relearner could teach it Odor Sleuth, which it would have learned at Lv14 as a Growlithe. That's because the two share this move.
2: By extension, if a Growlithe learned Odor Sleuth, evolved to Arcanine, and forgot it, then since it's a part of Arcanine's moveset, it can be relearned.
3: However, if the move is one that is exclusive to Growlithe, then an Arcanine can't relearn it, once forgotton. So if the Growlithe learned Flame Wheel, evolves, and then forgot it, it cannot be relearned from the relearner.
On a technical note, there is no place in a pokemon's in-game coding to 'store' a memory of what moves it had, only the 1-4 moves it currently has. The game simply looks up the species' normal moveset, not the past history of that individual pokemon.
Because the Pokemon Infernape is first obtainable at level 36 when Monferno evolves, its moveset for moves prior to level 36 must be learned prior to its evolution. Chimchar, its first evolution, does not learn Mach Punch, and must evolve to Monferno at level 14. It learns Mach Punch immediately upon evolving.
