No, you cant. There is no cheat to get onto Wi-Fi because you need an Internet connection via Wireless Router or USB Adapter, whih an Action Replay cannot supply.
There are, unfortunately, none. A event Pokemon is gotten via connection of WFC (Wi-Fi Connection) or location (being in a special area).

No. You will need access to a Wi-Fi connection to trade on the GTS. Once you are in range of one turn your DS on and select to play pokemon. After you press start to see the main menu scroll down and select Nintendo WFC settings. once you have done this follow the instructions to register the Wi-Fi connection. It will ask you for a WEP Key (Wireless Encryption Password) which can usually be found on the back of the modem/ router. Once the connection is tested you can go to Jubilife City and trade to your hearts content :)
If you mean the starter pokemon, im pretty sure the only way is to trade. if you dont have a wireless adapter your screwed. well maybe not cuz you could use stuff like action replay codes but im not sure.
