At least by tango application.In this application it uses back camera for video calling which is not possible in Skype.
You can make a conference call with a Samsung Galaxy s3 by first downloading the program "Skype" and adding those that you wish to speak with to your address book. Then you will have the option to video call them.

Most likely. Whenever I call a friend with a inverse camera, I look on my "more" button on my screen while on call and see a video call button. Maybe if they have one, they can see their more button and select video call and get connected. I'm not sure but you can try!
