Yes they can, it's called "right of offset." There are limits to what a bank can do, but for the most part, if you owe them money they have the right.

I do not know about Wells Fargo, but Bank of America can. They took money from an account where I am a co-signer. My old account was closed 6 years ago.
Depending on what country you are in, many have insurance from the government that investors will get their money back up to a certain amount. It is pretty safe, certainly a lot safer than it was 100 years ago in a bank.
Yes. They can do that. Since the initial deposit was a mistake, they have every right to demand a repayment because it was their money and you weren't supposed to get it in the first place. However since it was 8 months ago, they cannot force you to return it immediately but they will give you a few weeks/months' time to repay them. But, definitely you have to repay them and there is no way you can escape from it.

if you have had money in an old bank account and can no longer find it, try talking tot eh bank and asking about a refund. if they refuse to give you a refund and you are certain and have proof that you had the money, hire a lawyer.

You should ask that bank to be certain, however, know that most bank records are only maintained for 7 years.
