With a good habitat and an exotic animal license, yes. The bats need plenty of room to fly, perches to hang onto, walls they can climb on, and soft material they can snuggle, but won't get their claws stuck in. Also, you need to clean their habitat regularly so they don't get sick, and make sure they have plenty of fresh food available, and a shallow pool to bathe in. Bats are social, so if you do get one, I would recommend two or more.
