No.

Member organizations of the World Association of Girl Guides and Girl Scouts (WAGGGS) are open to all girls and young women. However, in some countries, the organizations are members of both WAGGGS and the World Organization of the Scout Movement (WOSM) and the organizations in those countries have both boys and girls as members although only the girls are members of WAGGGS and are called Girl Guides or Girl Scouts.
