Unlikely, but not impossible. There would have to be bare wires somewhere outside where the wind could cause them to touch, tripping the breaker. The breaker would not be in the off position, it would be in the tripped (middle) position. If this really were the case, it would indicate faulty wiring that needs repair. When the breaker shut off, did outside appliances or lights shut off? That would be the place to have your electrician start looking. It's also possible that someone is pulling your leg.

Check the voltages on the other receptacles in the home. If you find other lower voltages go back and shut that breaker off. Go through out the house shutting off the breakers that have low voltage on them. If other ones are lower see if you can establish if the voltage drop is on the same bus breakers. These will be every alternate breaker. If the breakers that you shut off are every other breaker then the problem is with the incoming utility supply. Give them a call and get them to read the voltage at the meter base. If you can not find any other low voltages in the home then shut the breaker off to that circuit and change the receptacle out for a new one. If the voltage is still low after replacing the receptacle, it could be the breaker that is feeding that circuit.

The voltage before the breaker is from the distribution panel's buss bars. This voltage is controlled by the panel's main breaker. To have no voltage on the terminal of the breaker means that either the breaker is shut off or it has gone into a trip position. If it has tripped push the handle of the breaker to the off position and then to the on position. This should reset the breaker. If the voltage is not present at the output terminal of the breaker after resetting it, then replace the breaker as it has a fault in it.

If your having condensation at the bottom of the unit it could be that the bottom element has gone bad and when the cold water comes in and hits the warm tank it is condensating. Also if heating element has gone bad that could be a definite cause for the breaker to keep tripping.
