Yes, this is possible if the Dog is experiencing a phantom, or false, pregnancy. This is when the Dog shows all of the signs of being pregnant, including weight gain, mothering behaviour, swollen teats and milk production, but never produces puppies. It is unknown what causes this but the condition does occur in entire females. The Dog does not have to mate to develop this condition as it never actually becomes pregnant. Often to prevent future false pregnancies the Dog must be spayed.
