If a cat has a rabies shot after it has already become infected with rabies, the shot will be ineffective and the cat can infect people despite having been vaccinated.
If the cat receives its rabies shot while it is healthy, and if the shot is effective (which it is nearly all the time), then the cat cannot catch rabies and cannot infect a human. However, a very small number of rabies shots (about one in 100,000) is not effective. Note that the rabies vaccine can lose effectiveness if it is mishandled.
In almost all cases, if the original shot is ineffective, the booster shot corrects it.
