Yes you can, as long as you have the intention to fast during that day your good to go. even if you don't wake up for suhur you can fast without eating anything in the morning right? So yes a child can still fast if they don't wake up for suhur. But remember you have to have the intention and if you haven't eaten you might feel weaker than usual.
