I assume you mean for a woman since for a man the circumcision is to remove it. They can try some reconstructive surgery but they can't put the clitoris back. It's mainly for the women who's had it removed on the outside and stitched up. They open her up and do so she can heal better all over again. leaving as little scar tissue as possible. It's individual for every woman but it can not be undone.
