(in the US) Citizens can NOT make citizens arrests of anybody for misdemeanor offenses. If you feel the officer is in the wrong make note of the time, place, and the unit number of the vehicle and report them to their superiors.

In order to enforce a law, you must have someone with the experteese to know the law has been broken or when the law should be applied. You must also have a court system that will stand behind someone attempting to enforce the law. And, you must have expert witnesses available. It does no good if a legislature makes speeding illegal and a cop will not pull over speeders. It does not good if a cop pulls over speeders and the mayor fixes tickets. It does no good if the cop pulls over speeders and the judge decides the speeding law should not apply on that stretch of highway. It does no good if a cop pulls over a speeder and an expert witness in court explains why the radar is inaccurate. Everything has to line up to get a conviction on something as simple as a speeding ticket. Of course, with a speeding ticket, everything usually lines up. Still, from the simple example provided, it is easy to imagine on a more complex law how many things could go wrong in trying to enforce it.
