In the North American Numbering Plan (includes the USA and Canada), no, a city of 2 million people needs a minimum of two area codes. Although there are theoretically almost 8 million telephone numbers per area code, in practice the limit seems to be a little over a million people per area code.
In other countries, a city of far more than 2 million people can have a single area code, because local numbers can be longer than 7 digits. For example, Mexico City, London, Beijing, Tokyo, New Delhi, Seoul, Jakarta, Manila, Mumbai, and Cairo are all cities of more than 2 million people, with a single telephone area code and 8-digit or longer local numbers.
