No, it will not help fuel mileage. It will help performance if the old filter was partially clogged. The main thing it will prevent is overheating and ruining a fuel pump. If the filter is partially clogged the fuel pump has to work very hard to move the fuel. This will shorten the life of the pump considerably.

Is this vehicle automatic transmission? If so then the problem is a clogged transmission filter. Or valve body. Note that if the filter is plugged you probably have some clutch pack wear that can only be solved with a transmission rebuild.
if you mean it wont move, perhaps you have drained the transmission oil and not the engine oil. this would cause it not to move.
Transmitions are complicated systems which have many parts. It could be broken, the filter cloged or low on fluid.
power shuttle fluid level is critical in movement of the hoe. If t is low even a little bit it wont move. if level is ok then check the filter in the shuttle pan for debris and being clogged.

There could be a number of things that would cause this, but the fact that it is not painful and is fixed is some cause for alarm, since cancerous lumps are not usually painful and are fixed (they don't move around). But there are many benign things that could cause this, as well, such as a clogged lymph node, an infection in a lymph gland, a calcification, etc., so there is no cause for panic. I do recommend though, that you have a doctor look at it soon.
