Technically, PC means personal computer, so yeah, a mac is a PC. However, usually, PC refers to a windows computer. So mac vs. pc means Apple computer vs. Windows computer.
If you upgrade the system through the windows 7 installation menu, it's supposed to keep everything. If you do a fresh install, all your data on the system disk will be lost.
The real question is can you hardware handle an upgrade. I would check the Vista hardware requirements and make sure your PC is up to the challenge.
