The short answer is, yes. But I would need more information on the circumstance. If the officer is on-duty and in uniform, then absolutely in all cases. You can be flagged over by an officer that isn't even in a patrol car, and you must obey; if not you could potentially face some pretty serious criminal charges. I.E. fail to obey a lawful order, or fleeing a police officer.
An off duty officer or plain clothes officer on the other hand is a grey area. The officer would have to clearly identify himself as a police officer and somehow articulate that it was obvious to you and anyone around you that he/she was an officer. He/she would then have to prove that he/she had a good reason to stop you or get involved in something while off-duty or in plain clothes.
