I don't know if it's the same everywhere, but my step father was a correctional officer. He was not a sworn law enforcement officer so he did not have law enforcement powers. However, technically speaking, in most states, anyone can make a citizen's arrest if they witness the offense. NO THAY CAN NOT BUT THAY CAN FILE A REPORT AND GET A D.A. REFERAL IF YOU GET COUGHT DOING SOMETHING THAT YOUR NOT ALOUD TO ..
