7.5 months of gestation? She shouldn't. This is what is called Premature Birth, and often, if the calf is not cared for very well, the calf will not survive. A calf's lungs will be underdeveloped, and he will also be very susceptible to fluctuations in temperature and diseases, so care really has to be taken (even if it means taking it in the house for a few weeks), to keep it warm, well fed, and healthy.

What age would heifers calve for the first time?

That really depends on when she was bred. The average gestation period of a cow (or heifer) is around 285 days. Thus, if a heifer was bred when she was 15 months old, then she would likely give birth by the time she is 24 months of age. If she was bred when she was 18 or 20 months old, then she would calve out when she's 27 to 29 months of age.

When is a good time to let the bull in with the mother cow and calf?

The best time to let the bull in with the cow and calf is around 60 days after the cow gave birth. That is the time she will be receptive and ready to conceive another calf. You can keep the bull in with her and her calf until she is about to calve again, which will be in a 9 months and a couple weeks.
