It might be possible, through some legal action, to get a judgment against your assets, but unless the amount owed is large, and the car or some other asset is particularly valuable, it wouldn't be worthwhile. So, far as I know, this threat is mostly intimidation, but not altogether idle. And I don't mean to say by this that you shouldn't find some way to work out paying a legitimate debt.
