The idea of a leash is for someone or something control/restrain the movements of whatever is leashed. Why on earth would anyone wish to control/restrain the movements of a fish? I guess with science and innovation the way it is, a fish could possibly be leashed. In my opinion however, it would be a difficult and pointless exercise.
