The problem with eclipses and blindness for people is that people are curious and they want to look at the eclipse. Their eyes get adapted to the darker conditions, and when the sun reappears after the eclipse, there's little warning and the sun pours in to their wide-open, unprotected eyes.
Dogs are not likely to bother doing this (they're smarter than people that way), so it's very unlikely they'll be hurt by the eclipse. Even for people, the warning is along the lines of the warning on a curling iron that says "Not for internal use". A sensible person won't stare at the sun long enough to cause lasting damage, but it's apparently not safe to assume people in general are sensible.
