A dog can be registered with the America's Pet Registry and the CKC. These registry do not conflict with each other.

Yes, you can breed an AKC-registered male to an APRA-registered female; however, the resulting puppies would not be eligible for AKC registration. The AKC (American Kennel Club) and APRA (American Pet Registry, Inc.) are separate organizations with different registration standards. If you wish to register the puppies, you would need to do so through APRA or another registry that recognizes both parents.
There's no registry in Uruguay for that. You can have with any age.

Absolutely no! Anyone can breed a dog with CKC papers, just like with AKC papers. It is up to you the potential puppy buyer to check out the person you are purchasing a puppy from. Do NOT buy from pet shops as most get their pups from puppy mills. Purchase a pup from a ethical breeder or adopt one from your local Animal Shelter or Pound.
You shouldn't but you should register your pet if you have one.
CKC, Continental Kennel Club, registration papers are not recognized by any of the major dog breed registries. CKC will register a dog with unknown parentage, based on appearance alone, and therefor is not considered by many to be a legitimate registry.
Not sure of the question but I think your asking if you can breed an APRI and and AKC dog together and get papers on the puppies? The answer is YES. You can go a lot of different directions with registration. You can dual register both of your dogs with ACR - American Canine Registry - http://www.americancanineregistry.com and then apply for litter papers on the puppies.
Clarify what you mean. If it is to do companion events, then it can with any organization. If it is only to track records, then only the un-reputable registries register them. Examples of un-reputable registries are those that register anything that barks, such as the American Pet Registry and the Continental Kennel Club. ACA and NKC are also not reputable registries.
