It shouldn't provided it is used properly. A dog whistle is a whistle that produces a pitch that is too high for most people to hear, but most dogs can hear. However, if you blow the dog whistle in the dog's ear, yes it will hurt the dog's hearing.

No it doesn't hurt a dogs ears if it did the dog would pull it's ears back and run away from the whistle

sometimes if you blow to hard we cant hear them so we dont know, you just gotta be careful, and anyway they wouldent be made to hurt them in perticular
