A convicted felon would never be able to obtain an FFL. They could buy the stores, but would not be able to sell firearms.
By the way, you're only an ex-felon if the conviction was later overturned. People who get released from prison and have their conviction overturned when evidence proving their innocence surfaces are ex-felons - they are no longer felons. Being an ex-con does not constitute being an ex-felon.
