Only if the felony was considered non-violent do you stand a chance- if so, you will need to write a letter to your governor asking for a felony pardon. If the charge was non-violent and not followed up by many others, nine times out of ten they allow it.

Not by any action of the NC courts. You must petition the Federal Court system. Don't hold your breath, it takes forever and it is usually denied.
