No. There are two reasons:
1) A Glock Model 26 is chambered for 9mm luger. A Glock Model 23 is chambered for a larger round - the .40SW. While physically you might be able to jam .40SW rounds into a 9mm magazine, chances are it would not feed properly if put into a Glock Model 23. If you happened to both jam .40SW rounds into a Glock 26 magazine and try to fire that from a Glock 26 you would probably blow your hand off because the .40SW round is physically larger than the 9mm barrel.
2) The Glock Model 26 magazine is much shorter than a Model 23 magazine well and would not be long enough to be retained by the Glock Model 23 pistol.
