Whether or not it's safe for a man to use a tampon depends on why he is using the tampon to begin with. Some men will menstruate just like women, because some men have a uterus and vagina, so if they are using tampons correctly the risks are the same as when women use tampons for menstruation. If a man is inserting a tampon anally then obviously that's not safe and also totally unnecessary.
A man could physically insert a tampon into his rectum if he was so inclined - although not sure why a man would want to do this to himself. However this would be risky because there would be increased risk of him developing Toxic shock syndrome (TSS) as a result of this: tampons dry-out tissues, without discharge or blood then the tissues of the rectum are more likely to be damaged.
